This is an unprecedented historic move in Spanish football, with the ultimate goal of giving the referee committee the highest transparency possible and helping players, coaches and fans better understand certain penalties.
An external advisory committee independent of the referee committee composed of coaches Ortra, Sandoval, Sanchez Bella and former player Morientes will be responsible for selecting controversial penalty that will be explained by the referee committee after each round of La Liga, Spanish Second Division and Women's La Liga.
The advisory committee will meet weekly to discuss and finalize the disputed penalty. These penalty will be submitted to the management of the referee committee and will be released in video form every Thursday through the official channels of the Spanish Football Association. The establishment of this advisory committee responds to the requirements of the referee system reform committee established in March 2025. It is also the result of the ongoing reform and work process under the leadership of the new leadership, based on its guiding principles of transparency, unified standards and objectivity.
The first batch of disputed penalties explained by the referee committee will be announced on Thursday, September 11 local time through the official channels of the Spanish Football Association.
